On August 5, 2021, the Board authorized to move forward with Measure R Tier I projects which includes replacement of the oldest portables located at Fammatre, Farnham, Sartorette, and Price.
On July 22, 2022, a Request for Qualifications was issued in accordance with Education Code Section 17250 for Design-Build procurement and on August 23, 2022 a request for proposals RFP was issued to two pre-qualified respondents. Two proposals were received on September 15, 2022 and the two proposals were evaluated on September 23, 2022, in accordance with the Best Value Methodology established under Board Resolution 22-22-10.
The selection committee of John Pappalardo (CSD CFO) and Richard Kramer (RGMK) determined that JL Construction, Inc. provided the best value proposal. At tonight’s meeting, the Board of Trustees will consider approving resolution #22-23-08 which documents that the guidelines and procedures required by Education Code 17250 and Resolution #21-22-10 to award Design-Build Contracts were adhered to and that the Superintendent and designee are authorized and directed to finalize terms and enter into the Design-Build Agreement specified in Resolution #22-23-08. |

The design build services provided by this Agreement will be paid out of Measure R Bond Construction Program funds. The current budget for the project is $19,200,000 for all four sites, including an estimated $10,000,000 for the design build permanent modular contract, however due to multiple years of double digit inflation since the original budget was created, the forecast budget required to complete the envisioned project must now be increased to $23,500,000, inclusive of this design build agreement of $12,541,000. Note that the sitework, utilities and low voltage systems for the project are being designed by Sugimura Finney Architects and will be competitively bid to separate prequalified contractors outside of this design build agreement. District staff, Consultants and JL Construction will consistently work to value engineer the cost of the project during the design process. The current balance of the program level contingency is approximately $9M, and $4.3M of it will need to be allocated to complete this project as intended. |

Staff recommends the Governing Board to approve Resolution 22-23-08: Supporting Award of Design-Build Modular Agreement, with the revised project budget of $23,500,000 and authorizes the District to finalize the agreement between the Cambrian School District and JL Construction, Inc. in the amount of $12,541,000. |
